In an interesting development, Charles Kelly, the Revenue Sheriff for Mayo has been fined €50,000 for defrauding the..…taxman. The embarrassing case came before the High Court President last week when Kelly was banned from practicing without supervision for 'misappropriating' €100,000. He operates from his Swinford based solicitor's practice, Douglas Kelly & Son.
Kelly, a leading light in the Knights of Columbanus is currently the Provincial Advocate of Area Eight which includes Sligo, Mayo, Leitrim, Roscommon and Westmeath. He was previously the 'top man' for all the Knights in Ireland.
He had earlier been found guilty of eight counts of professional misconduct. He had knowingly altered documents which were subsequently submitted to the Revenue Commissioners in order to avoid stamp duty, the irony being that it is Kelly's primary function as Revenue Sheriff is to collect monies owed to the Revenue.
A committed member of the Fine Gael party, he was appointed by the then leader Garret Fitzgerald to the lucrative position in the early eighties. This position entitles him to a generous bounty on all taxes collected. He once served as a FG Councillor and was also vice-president of Fine Gael.
Revenue Sheriffs are officers of the Circuit Court and are appointed jointly by the Ministers of Finance and Justice but works exclusively in collecting tax for the Revenue Commissioners. Kelly still hold his exalted and prestigious position within the Knights of Columbanus but even more astonishingly he is still the appointed Revenue Sheriff for Mayo.
