That is an educated outlook Tommcnamara. The majority want someone else to take responsibility, hence insurance, licenses, permits et al. Most people want it all done for them, they think at one level that it is freedom, the proliferation of 'TV dinners' suggest this is the reality. However, there are two realities, the 'as it is reality' and the construct 'reality', neither are real as they are both related.One is caused by the other! There is only one valid reality and that is the one we construct for ourselves, live in the bush by all means, soon the crows will be the only free beings left!
This sums up the problem eventually faced when looking at controll being problem. Neither the farmer or the dog wants to hurt the sheep actually just the oppostite they are there to see to it that the sheep are well feed and safe from harm...why, because there lifestyle(world) depend on it. If we were not a developed country we would follow the sheep around till we hurt ourselves and then say oh shit I wish there was a hospital to go to. The real question is are the sheep better off under the protection of the farmer and his dog....I guess it depends heavily on weather he is a meatfarmer or wool farmer or both.
Do not fear being controlled, fear comes from sheep that want the protection of the farmer but the freedom of the wild.
Answer is sympol live in the bush....I know doesnt sound as good when you say it out loud.
